Transportation Authority (LTA) are seeking proposals from qualified firms to redesign and
modernize their existing websites, sanbenitocog.org and sanbenitocountyexpress.org.
The primary goals of this project are to:
• Improve the overall user experience and website navigation;
• Be optimized for desktop, tablet, and mobile devices;
• Enhance accessibility and maintain compliance with current Americans with Disabilities Act
(ADA) requirements and web accessibility standards;
• Simplify content management and website administration for staff;
• Improve the organization and presentation of information for the public;
• Modernize the visual design and functionality of both websites; and
• Provide a scalable platform that can accommodate future needs.
SBCOG serves as the Regional Transportation Planning Agency (RTPA) for San Benito County, while
the LTA serves as the county’s transit agency. Each website serves a distinct audience and provides
different services and information. As such, proposers should consider the unique needs of each
agency and its users.

While the agencies maintain separate identities and functions, SBCOG and LTA are interested in
exploring opportunities to better connect the websites through shared navigation, branding
elements, technology platforms, or other approaches that improve the user experience. Proposers
are encouraged to provide recommendations regarding the most effective structure for achieving
these objectives.
