San Joaquin RTD is the regional transit provider for San Joaquin County, serving the Stockton Metropolitan Area and the County with intercity, interregional, and rural transit services. RTD’s 288 employees plus its contracted workers operate five BRT corridors, 26 local fixed routes to the Stockton Metropolitan Area, including five Metro Express routes; 12 fixed-route Metro Hoppers, fifteen ADA/Paratransit buses; five County Hopper routes that travel to neighboring cities; 20 Van Go! Mobility On-Demand vehicles; and two commuter routes serving Sacramento and Dublin BART, with subscription service available for commuters. San Joaquin RTD ridership is 2.3 million as of FY23.

Under general or policy direction, the Grants Manager or Director plans, directs and organizes assigned programs and activities of the Grants Office. This position is responsible for managing federal, state, and locally-funded transit grant programs awarded to RTD. These grants are used to fund RTD’s capital program, planning activities, and operating expenses. The Grants Manager ensures compliance with all statutes, regulations, and other grant requirements associated with these funding opportunities. The Grants Manager is the main point of contact to external oversight officials and funding partners; and directly supervises the work of subordinate grants analyst staff.

The incumbent must possess transit understanding and leadership skills including knowledge of effective grant writing, transit laws and regulations, budget-preparation, effective leadership principles, as well as the ability to manage risk, create planning programs, and interpret policies, procedures, and legislation.

A typical way of obtaining the knowledge, skills, and abilities required for this position is graduation from an accredited four-year college or university with major coursework in public or business administration or a closely-related field and seven (7) years of progressively responsible experience in the development, administration, and financial tracking of grants, at least three of which were in a supervisory, program management, public, government, or non-profit contract development administration capacity. An equivalent combination of training and experience may be considered. One (1) additional year of the required experience may be substituted for each year (30 semester hours) of the required education. Experience in a public transit agency or governmental setting is preferred. The salary is dependent upon experience. Salary ranges:

Manager – $95,000 – $130,000

Director – $130,000 – $165,000
