Federal Transit Administration Funding Subrecipient:

Federal regulations require that recipients of specific Federal Transit Administration (FTA) Section 5311 funds establish and implement anti-drug and alcohol misuse testing programs.  Recipients are also required to annually prepare and maintain a summary of testing results.  Each recipient shall be responsible for ensuring the accuracy and timeliness of each report submitted by an employer, contractor, consortium or joint enterprise, or a third-party service provider acting on the recipient’s or employer’s behalf.  The State of California Department of Transportation (Caltrans) must certify to FTA by

March 15, 2023, that all 5311 subrecipients have submitted accurate and complete 2022 Drug and Alcohol Management Information Systems (DAMIS) reports.  To that end, your employer and your covered contractors/subrecipients must report 2022 DAMIS testing results on the FTA website by Wednesday,

March 1, 2023.  Caltrans will review the accuracy of the testing results and certify them to FTA by the March 15th deadline.

Completion and submittal of DAMIS data via the internet is required.  The internet version of the MIS form has a validation check which will bring potential errors to the attention of the person completing the form.  Agencies that are direct recipients of federal funding will be required to report DAMIS data directly to FTA.

Note:  Recipients are responsible for ensuring the accuracy and timeliness of each report for their employer and any of their contractors/subrecipients.

Additional Usernames and Passwords:  Should you have additional contractors/subrecipients who require an assigned Username and Password, please contact Lea Simpson.
